outpost.hcoop.net is a virtual machine at linode that is used for anything that needs to be done outside of our main site.

Had to manually edit resolv.conf, /etc/hostname, and disable dhcp
- Has no private networking currently (but also wouldn't work back to our main site anyway), anything using the Puppet private ip address facts would fail
Added $hcoop::offsite fact and puppet-offsite.hcoop.net hostname so it can access the puppet master
